2. I am to point out that the carsience & not on the Blacklist is presumably are of the small traders in Siam not of sufficient importance to be placed on the White List. What has been suggested to the Secretary of State for the Colonies is that some scheme should be devised for allowing shipments to such firms, although MyB.L. has not received advice whether such arrangements have been made. There was no objection to allowing such small shipments of prohibited goods to such firms. Permission to do so could be made subject to guarantees.
